Wyoming G&F public meetings to discuss licenses and property rights regulation change proposals

CHEYENNE – The Wyoming Game and Fish Department will be holding public meetings to discuss proposed regulations governing license issuance and real property rights of the Game and Fish Commission.

Game and Fish is proposing to shorten big game and turkey license application periods for hunters submitting paper applications in order to have paper applications received by Game and Fish earlier. "This earlier time period will allow the Game and Fish to have all paper applications entered, proofed and reconciled by the online application deadline," said Jean Cole, Game and Fish license manager. "Having this work accomplished will allow the department to conduct the limited-quota drawings shortly after the online application deadline."

The current big game and turkey application periods would remain the same for online applicants. Some other license proposals include:
• Trophy game hunters (wolf, mountain lion, or black bear) would be able to request a license refund if federal or state administrative action closes the season.
• Harvest Information Program (HIP) permits would no longer be available from license agents and would only be available online beginning July 1, 2013.
• Lifetime licenses would be available at Game and Fish regional offices and the Cheyenne office.

Game and Fish is proposing changing the title of Chapter 57 from "Regulation Governing Fee Title Property Rights" to "Regulation Governing Real Property Rights." The changes are needed to include property rights other than just fee title such as conservation easements, access easements, leases, licenses, and permits.

"The new regulations will make the process for acquiring and disposing real property rights more transparent to the public," said Butch Parks, Lands Administration Supervisor. "The proposed regulation provides a clear process and defines the roles and responsibilities of the [Wyoming] Game and Fish Department and Commission, and the Attorney General's Office for the acquisition or disposal of real property rights for fish and wildlife habitat and for public access."

As before, the regulation doesn't include the process for acquiring or disposing of administrative facilities.

All interested parties are encouraged to offer comments on both the license issuance and property rights regulation proposals at any of the following meetings, but the property rights proposals will be presented only at the Laramie, Pinedale, and Casper meetings.

Written comments will be accepted at the above public meetings. In addition, comments on proposed seasons will be accepted through 5 p.m. Jan. 2, 2013 by mailing Wyoming Game and Fish Department, Attn: Regulations, 3030 Energy Lane, Casper, WY 82604 or online at wgfd.wyo.gov. Copies of the proposed regulations are available by contacting the same mailing address and wgfd.wyo.gov.

All comments will be presented to the Wyoming Game and Fish Commission prior to its Jan. 24-25, 2013 meeting in Cheyenne.
